LEARNING AND DEVELOPMENT POLICY

1. Introduction

All employees are expected to develop their capabilities to their full potential. This involves making reasonable effort in their work and trying to achieve targets.

You are expected to review your own performance and to take responsibility for your own development.  This includes updating skills and abilities in line with statutory, professional, technological and sector developments and changes within ORGANISATION.

You are encouraged to gain new skills that are relevant to ORGANISATION.

Unsatisfactory work performance may be referred to the Disciplinary Procedure for attention.

ORGANISATION's commitment to personal development is delivered through:

  • Induction
  • Probation
  • On the job training
  • Supervision
  • Internal transfer and promotion
  • Secondment opportunities
  • Coaching and mentoring
  • Internal and external training
  • Appraisal process

2.  Scope

This policy and procedure applies to all permanent ORGANISATION staff at all levels.  It does not generally apply to temporary staff or those on short (less than six months) fixed term contracts.  Learning and development opportunities are limited while you are still on probation.

3. Procedure

3.1. Appraisal

Formal Appraisal Reviews should take place annually.   Informal reviews may take place at other times.

The aims of the Appraisal process are to:

  • Review past performance and achievement of objectives
  • Review training undertaken during the year
  • Agree a plan of objectives for the coming year
  • Maximise contribution
  • Increase job satisfaction
  • Promote improvement
  • Reinforce required standards of conduct and capability
  • Review job descriptions
  • Discuss training needs
  • Identify required skill changes
  • Assist personal career and development decisions

Your line manager should arrange a one-to-one meeting with you following due notice and opportunity for you both to prepare.  Appraisal meetings should be generally one to two hours in length and need to be in a location where distractions are minimised.  The Appraisal Form will be given to you and can be found in the final section of this Staff Handbook.  You should also review your Job Description together so that it accurately reflects the scope of your current work and role.
